House approves Markell effort to help HealthSouth

With no discussion, the state House has approved a legislative effort by Democratic Gov. Jack Markell to circumvent Delaware's courts to get a HealthSouth hospital built in Middletown.

The Democrat-controlled House voted unanimously Thursday for a bill allowing freestanding acute rehabilitation hospitals to be built in Delaware without state review.

The bill specifically states that no further review is needed for a HealthSouth hospital approved by the Delaware Health Resources Board two years ago only after Markell replaced two members of the board's review committee and others resigned in protest. The review committee had opposed the HealthSouth application until the shakeup.

Last year, in a setback to Markell, Delaware's Supreme Court said a Middletown nursing home operator could challenge the approval of HealthSouth's application for a similar facility in Middletown.
