WPD nabs NC sex offender, seeks info on where he stayed in DE
Wilmington police this week nabbed a North Carolina man they say is a high-risk sex offender.
Police say Francis Sipala targets women with mental disabilities, and often lies in wait for potential victims at bus stops or train stations.
Officers want to know where Sipala stayed in Delaware before his arrest, and are asking anyone who has that information to call city detectives or the department's confidential tipline, 576-3990.
