McDowell introduces home solar power bill
A bill introduced by a state Senator from Wilmington is designed to make home-based solar power a practical option for more Delaware families.
The measure would set aside part of the state's renewable energy credit market for families earning up to 300 percent of the federal poverty line.
It also allows people who installed solar energy systems before December 2010 to qualify for the low-income credit this year.
Starting in 2013, only people who meet the program's income guidelines would be eligible under the bill, which covers electricity retailers, including Delmarva Power and all municipal and cooperative electric utilities.
