State Police Sgt. Paul Shavack says the identities of the shooter and victims are pending positive identification by the Delaware Medical Examiner. The investigation is also ongoing by people around the state, and authorities say it will take time.

State Police are also looking for witnesses to the shooting. Witnesses are asked to call (302) 834-2620, extension 0.

Attorney General Beau Biden reiterated the assertion that Monday's shooting was not a random act of violence.

"This was not, I reiterate, not a random act of violence," says Biden.

Nor was it terrorism.

"This was the result of a custody dispute that has lasted in our court system for several years," says Biden.

Wilmington Mayor Dennis Williams originally told reporters that the man shot and killed his wife around 8:10 a.m. The shooter was shot and killed by police. Williams said the couple was estranged. But new information is casting doubt on that scenario.

Shavack says multiple rounds were fired in the incident, which happened in the courthouse's lobby before the security perimeter and metal detectors.

"Our special ops team have swept the perimeters, swept every floor of all 12 floors of that courthouse," he says.

Shavack did not say whether the shooter killed the two women or whether they were killed in the gunfire. Shavack also didn't say whether the gunman was killed by police or whether he turned the gun on himself.

State Police is the lead investigative agency. Shavack says they are reviewing surveillance footage and 911 calls.
