Burglary attempt at New Castle apartment

A Newark man is free on bail after police say he tried to break into a New Castle apartment.
County Police say Kelvin Ibirithi tried to enter a first floor unit in the Hampton Walk apartments by cutting a window screen, and then tried to gain access to the residence through an unlocked kitchen window.
Ibirithi ran after getting startled by a man inside.
He was arrested nearby and charged with attempted burglary and criminal mischief.
