City cops say their investigation found 33-year-old Jermaine Laster of Penns Grove had fought with another man earlier in the day.
Police say Laster returned to the 1100 block of Pleasant Street and began shooting at the other man. One of the bullets struck the five-year-old, who was playing outside her house with a nine-year-old.
Wilmington Police got a lead that Laster might be staying in Penns Grove, and contacted the Carneys Point Police Department.
Authorities busted Laster in the 200 block of Regional Drive in Penns Grove. He's locked-up in the Salem County Jail until extradition can be arranged.
The five-year-old girl remains at Children's Hospital in Philadelphia.
