Police say Robert Blisard was driving erratically east bound on Commons Boulevard before he struck the rear bumper of another vehicle.
Police say Blisard lost control of his car and traveled off the roadway into a retention pond located in New Castle.
Police say a witness entered the pond and swam to the aid of Blisard, who was trapped in his submerged vehicle.
Police were able to collect evidence at the scene related to the incident, and it was determined that speed and alcohol were factors related to the crash.
The three individuals involved in the crash were transported to Christiana Hospital and treated for minor injuries.
Police say when Blisard was released from the hospital, he was taken into custody and charged with DUI (second offense) and driving with a suspended license.
He was committed to the Howard Young Correctional Institute after failing to post $370 cash bail.
