NCCo Council meeting videotaped, despite concerns

A New Castle County Council meeting was recorded Tuesday by a videographer paid with one councilman's campaign funds, despite concerns raised by other members.

Councilman Bob Weiner (R-Chatham), who has sponsored legislation and recently pushed for televised meetings, hired Brian Windle from video production company O.K. Video to record the meeting.

"A lot of council members have said 'we're just not comfortable with this,'" Weiner said. "We're a very rare chamber where the council persons don't face the audience."

Some council members had debated whether the videographer should be allowed to record the meeting from the designated press area on the council floor since he was being paid with campaign funds.

Council President Chris Bullock (D) said the council's attorney advised that the videographer could record the meeting from the press area because there was no official policy that would prevent him from videotaping the meeting.

However, he did acknowledge that the issue remains a "gray area," and that it's not clear who would not be allowed to record the meeting from the press section of the council floor.

"We will have further deliberations and discussions as council in the future," Bullock said.

Weiner reiterated that he was allowed to use the campaign funds for the recording. He noted that anyone in the chamber could record the meeting with a smartphone or other device without council's approval.

"Not only the counsel to council--an attorney--but myself as an attorney, explained to all the council members what the law was and no one has contradicted that but they keep repeating that as a complaint but it's not a legitimate complaint," Weiner said.
