Officials at the state's largest abortion provider say they welcome the review and have made personnel changes.
In the meantime, surgical abortions have been halted for now at Planned Parenthood's Wilmington and Dover offices.
Officials tell The News Journal that outpatient medical abortions continue at both sites.
James Collins, director of the state Division of Professional Regulation, says recent complaints from several sources led to the new inquiry.
Planned Parenthood is also under investigation by the state Division of Public Health.
At least two former employees, both registered nurses, have called for investigations into practices at Planned Parenthood.
