Vance PhillipsA Sussex County Council member cites his right against self incrimination a number of times in his response to a civil lawsuit alleging that he carried out a pattern of sexual abuse while the plaintiff was 18.
Vance Phillips' attorney Joe Hurley recently spoke with our sister station, Delaware 105.9, and maintains his client is "dying" to tell his story.

Katelynn Dunlap, who is now 20, accuses Phillips of rape, unlawful sexual contact, extortion and other offenses.
